Job Overview:

Assist the Manager in supporting the Vice President for the provision of the Pay services, Executive HR Administration and WSIB Administration services, including managing the information applications, the corporate payroll functions, procedures and resources for the company. Be accountable for the management and use of payroll applications and processes, legislative reporting and compliance, as well as the delivery of pay/HR administration related services to internal and external clients. Lead and/or participate in activities to implement system or process changes arising from in company policy, individual employee contracts, legislative changes or other obligations. Participate in support of collective agreement bargaining, helping identify and assess the impact of changes and providing effective recommendations to guide decision makers conducting negotiations.

JOB DUTIES

  • Specific accountabilities within the Processing of Executive & Pensioner Payrolls, Legislative Reporting & Compliance, and Process and System Management functions can be assigned to any of the incumbents.
  • Implement and ensure compliance with pay WSIB & Executive HR related requirements including personal employment/termination contracts, special corporate programs, collective agreements, approved corporate strategies and policies, legislation such as the Income Tax Act, Workers Safety Insurance Act; Employment Standards Act (ESA); Freedom of Information Action (FOi); Employment Insurance Act (El); Pay. Ensure OPG is working with accurate and current information relating to legislation and industry best practices.
  • Ensure accurate and timely payments to all ‘clients’ of the pay system(s), including: employees, pensioners, external third parties such as Canada Revenue Agency, Family Support Services, Canada Pension Plan (CPP), the unions, and others.
  • Ensure accurate and timely reporting to external agencies, such as: year-end T4/T4A reporting and Record of Employment (ROE) reporting.
  • Ensure internal payroll related accounting requirements and corporate reporting requirements are met.
  • Ensure appropriate financial controls (both system and procedure controls) are in place to safeguard our client’s financial assets. Provide services and support to Time Reporting Centres (TRC’s) to ensure accurate payments to all Pay Services clients.
  • Liaise with internal corporate groups such as Labour Relations, Corporate Income Tax, Pension Administration, to provide advice, guidance and consulting on proposed changes to collective agreements, policies and procedures and to maintain knowledge of current pay-related and corporate strategies, policies and procedures.
  • Liaise with external groups such as: Canada Revenue Agency, Workers Safety Insurance Board, Canada Pension, Service
  • Canada, the PWU, the Society, Canadian Payroll Association (CPA), and CCH Canada, to ensure up-to-date information relating to legislation and industry best practices.
  • Develop requirements for configuration and programming of payroll related applications and requirements for interfaces, conversions, customized programs and reporting. Develop test plans and perform and/or ensure adequate testing. Develop and execute implementation plans, including training, change management, communications and so on.
  • Perform acceptance testing, commissioning, change management and provide problem solving services and user support. Identify process and information management related opportunities.
  • Deliver cost savings, procedural and/or information improvements across the Pay Services function. Maintain an in-depth knowledge of current/evolving pay-related systems and business tools and techniques.
  • Provide analysis, assessments and recommendations for improving the efficiency, effectiveness and reliability of pay related applications and processes.
  • Participate in support of collective agreement bargaining, helping to identify and assess the impact of changes and providing effective recommendations to guide decision makers conducting negotiations.

Qualifications:

  • Experience processing pay with SAP Designation with NPI (PCP or PLP)
  • Experience with unions (both managing and processing)
